Officials Administration Structure
Saskatchewan Speed Skating Vice-President Officials is an elected member of the Saskatchewan Speed Skating Association’s Board of Directors. The VP Officials is responsible to the President and the Board of Directors for the various areas as outlined in the Branch’s Policies and Procedures (the “Blue Book”) and as expressly directed by the Board. The specific responsibilities of the VP are outlined in 4.2.7 of the Blue Book as follows:
4.2.7 Vice-President Officials
1. Chairs the committee consisting of representation from all clubs and report activities of that committee to the Board.
2. Initiates and establish a calendar for clinics, seminars, etc. for official development. If there are no qualified instructors in the province to conduct a clinic, Saskatchewan Speed Skating will be responsible for obtaining someone from out of the province. The V.P. Officials will organize a minimum of 1 clinic per year at all required levels.
3. Responsible for recruitment and recognition of officials.
4. Keeps updated records of all officials.
5. Appoints officials (referees and starters only) for provincial sanctioned competitions.
6. Evaluates officials annually and provides recommendations for advancements.
7. Coordinates submission of proposed rule changes to Saskatchewan Speed Skating and Speed Skating Canada AGMs and ensures that any rule changes be communicated in a timely manner to all provincial officials.
8. Submits yearly budget and plan to meet the Saskatchewan Speed Skating budget cycle.
9. Code of conduct for officials - adopted Speed Skating Canada’s policy.
To assist the VP with the assigned responsibilities, there is an Officials Committee, chaired by the VP and consisting of a representative from each of the Clubs within the Province. The activities in which the Officials Committee has the most involvement are as follows:
* Planning and coordinating Level 1 and 2 Officials Clinics throughout the province
* Recruitment and recognition of all officials
* Maintaining Club records of all officials
* Recommending changes to the status of officials from the Clubs as part of Speed Skating Canada’s Officials Certification Program, and
* Providing input from the Clubs on proposed rule changes.
At the national level, Speed Skating Canada has an Officials Development Committee whose mandate is to ensure the availability of qualified officials through the education and accreditation; to appoint and designate qualified officials at national and international levels; and to ensure the technical regulations are consistent with I.S.U. and appropriate to national development of sport. Each region has a member on this Committee. The Western region represents the Alberta, Saskatchewan, Manitoba and Northwest Territories Branches.
